Summary 

Considering that creating an education infrastructure that ensures lifelong education is one of the main priorities of the State Strategy of the Republic of Azerbaijan for the development of education, the article analyzes the essence of such an education infrastructure. The main elements of the education infrastructure that ensures lifelong education include mechanisms for recognizing competencies acquired through non-formal and informal learning, the Qualifications Framework, the credit accumulation and transfer system, distance learning opportunities, mechanisms for admission to higher education institutions, as well as information and guidance services. The article also describes the current state of the work done in the above mentioned areas in Azerbaijan, including the existing shortcomings.
